Two children were seized by an unidentified woman while they were at a holiday park.
One of the children's father informed the police that he witnessed a woman gripping each child by the arm in the amusement arcade at Lizard Point Holiday Park near Mullion on Sunday.
He yelled at the woman, who was wearing a bright yellow top, to release them.
The children were then returned to their families.
Devon and Cornwall Police are asking for anyone who witnessed the incident to come forward.
